Parking Numbers for RT-50 and Affordable Reductions in SOFA 2

SOFA 2 RT 50 would require 102 spaces including 6 visitors.
Under SOFA 2 a 20% reduction for an affordable housing project with an approved Transportation Demand Management Plan (TDM) is allowed.  The plan that the Developers submitted was little more than handing out brochures.
Palo Alto code allows up to 40% maximum affordable housing reductions. Staff says this is on top of the TDM but we disagree. Staff  says only 53 spaces are needed including visitors. This seems ludicrous as it is only 0.95 spaces per unit excluding visitors. 66 spaces are proposed. Local street parking is proposed to handle the overflow.

All the above reductions must be approved by the Planning Director, who must take into account neighborhood conditions and determine that the reductions should not impact neighbors. 
Clearly in this case they will, because parking is so tight in SOFA 2.
